Anne D'Angelo joined the Finger Lakes Regional Resource Center (FL RRC) in November, 2004 as the Program Manager. In this role, she is responsible for providing programmatic support to the mission and goals of the RRC by coordinating the bioterrorism preparedness efforts of 17 hospitals located in a 9 county area in Central New York. The Regional Resource Center is funded by a grant through HHS and NYSDOH.

Anne's previous experience includes emergency nursing. She had worked in the Emergency Department and Level I Trauma Center at Strong Memorial Hospital for three years. Before coming to Rochester, she was a commissioned officer and served four years active duty in the United States Navy Nurse Corps. She was stationed at Naval Medical Center Portsmouth, Virginia in the Emergency Department.

Anne received a Bachelor of Science degree in Nursing from Marquette University in 1998. In 2005, she received her Masters degree in Leadership in Healthcare Systems - Disaster Response and Emergency Preparedness from the University of Rochester School of Nursing.

Kathee Tyo joined the Finger Lakes Regional Resource Center in October, 2006 as the Program Coordinator and Educator. In this role, she is responsible for providing pragmatic assistance to the hospitals in the region including exercise design, development and evaluation, continuing education and coordinating preparedness activities.

Kathee's background is primarily in emergency nursing, but also has experience in cardiology, neuroscience and pediatrics. Her emergency medical services background as an EMT enhances her ability to work with non-hospital based organizations in community planning.

Kathee received both her Bachelors in Nursing in 1999 and her Masters in Leadership and Health Care Systems-Disaster Response and Emergency Preparedness in 2005 from the University of Rochester.

Eileen Spezio joined the Finger Lakes Regional Resource Center in February of 2006. In this role she is responsible for tracking and monitoring the budget for the grant, coordinating trainings for the region and works with vendors on regional preparedness supplies and equipment purchases.

Eileen's background has been working as an Administrative Assistant for 23 years at Eastman Kodak Company.

Eileen has an Associate's Degree in Legal Secretarial from Monroe Community College.

Terry Fairbanks

Rollin J. (Terry) Fairbanks, MD, MS, FACEP

Assistant Professor of Emergency Medicine at the University of Rochester School of Medicine and Associate Medical Director for the Monroe and Livingston Counties Emergency Medical Services region (www.mlrems.org). Terry joined the Finger Lakes Regional Resource Center as the Medical Advisor in September of 2008. A former paramedic, he currently serves as medical director for several EMS agencies in Monroe County. He serves on several emergency services and emergency management committees and advisory groups, including the New York State EMS Advisory Committee (SEMAC) and the New York State Emergency Care Standards Committee, and is Chair of the Monroe and Livingston Counties Regional EMS Advisory Committee (REMAC). A board certified emergency physician, Dr. Fairbanks practices in the adult and pediatric emergency departments at the University of Rochester Medical Center/Strong Memorial Hospital. Dr. Fairbanks conducts research emergency services and human factors engineering and has received funding from the NIH, AHRQ, and several foundations. He has authored over 50 published articles in the emergency services, engineering, and medical literature (links to which are found at www.MedicalHumanFactors.com).

Mark Cavanaugh joined the University of Rochester in 1997 and was appointed Director of Environmental Health and Safety in 2002. In this capacity, he is responsible for the development, implementation and maintenance of a comprehensive EHS program that protects the health and safety of employees and the public while preserving the environment. He received his Bachelor of Science degree from the University of Maryland, in Fire Science and Safety and subsequently became a nationally certified Fire Protection Specialist.

Mark brings a wealth of experience to the Center for Disaster Medicine and Emergency Preparedness. He serves as the editor and subject matter expert of Strong Memorial Hospital's and the University of Rochester's Emergency Preparedness Plans. Mark has also written an article on Hospital Emergency Management for the University of Rochester Medical Center Department of Obstetrics and Gynecology newsletter. His expertise has been recognized throughout the community when he served on the Emergency Services Committee for the 1995 Ryder Cup and Chaired the Emergency Services Committee for the 2003 PGA at Oak Hill Country Club.

Prior to joining the University of Rochester, Mark was a Fire Protection Engineer for the Ginna Nuclear Power Plant. There he ensured the operability of all fire protection systems and performed safety analyses. Mark interfaced with corporate engineering on proposed design changes for the 490-megawatt power plant to ensure that safety and redundant safe shutdown equipment would not be compromised.
